Data Bank
DATA BANK
Under the Kerala Conservation of Paddy Land and Wetland Act, 2008, an accurate database of cultivable paddy fields and wetlands in each local body is prepared under the leadership of the Local Level Monitoring Committee (LLMC).
Stages in the Preparation of the Data Bank
1. Formation of the Local Level Monitoring Committee (LLMC)
A committee is constituted in each local self-government institution for the preparation and maintenance of the Data Bank.
- Chairperson: President of the concerned Grama Panchayat
- Convener: Agricultural Officer of the Krishi Bhavan
- Other Members: Village Officer and three farmer representatives nominated by the Panchayat
2. Data Collection and Technical Verification
Use of Satellite Imagery:
The Data Bank is verified on the basis of satellite imagery provided by the State Land Use Board or the Kerala State Remote Sensing and Environment Centre (KSREC).
Field Verification:
A team consisting of the Agricultural Officer and Village Officer visits the locations in person to verify and confirm details such as the survey numbers, extent of the land, and its present status—whether it is under cultivation, fallow, or a wetland.
3. Publication of the Draft Data Bank
After the preliminary data collection, the committee prepares a Draft Data Bank.
It is displayed at the Panchayat Office, Village Office, and Krishi Bhavan for public inspection.
4. Disposal of Objections and Final Notification
Landowners who have objections regarding the inclusion of their land incorrectly as paddy land or wetland in the draft list are given an opportunity to submit their objections.
The committee examines these complaints and makes the necessary corrections.
After this process, the final Data Bank is notified in the Government Gazette and converted into a digital format.
To Make Changes to the Published Data Bank (Form 5)
If your land has been incorrectly recorded as “Nilam” (paddy land) in the Data Bank after its publication, you can apply online to the Revenue Divisional Officer (RDO) through Form 5 to have the classification corrected.
For this purpose, a KSREC Report based on satellite imagery from before 2008 is accepted as crucial evidence
